Update the README.md documentation:

In the “What it does” section, clarify that MAIL is not executed by Postfix when smtpd_delay_reject = yes (default value), and that all policies are therefore applied at the RCPT stage.

Ensure consistency with recent changes, such as removing references to db-init.sql, which has been deleted.
